If your scooter meets the speed and power limits, registration and mandatory road insurance are not required. More powerful or faster models are legally considered motor vehicles.

In Estonia, electric scooters and other light electric vehicles are allowed if they have a maximum speed of 25 km/h and motor power up to 1000 W. These devices do not require registration and are classified as personal light electric transport.

For standard scooters (up to 25 km/h), no driver’s license is required. They are easy to operate for any adult user while following traffic rules.

For adults, a helmet is not mandatory but highly recommended. For children and teenagers under 16 years old, wearing a helmet is considered essential for safety.

Electric scooters can ride on:

• bike lanes
• the roadway if there is no bike lane
• sidewalks — at pedestrian speed and giving priority to people

There are no legal restrictions, but during cold or slippery conditions:

• battery capacity decreases
• braking distance increases
• winter tires or extra caution are recommended

Any modifications that affect speed or power make the scooter illegal for normal road use and void the warranty. Such modifications are not recommended.

Basic maintenance is recommended every 500–1000 km or at least once every 6 months. Focus on brakes, tires, suspension, and battery condition.

City scooters should have:

• a range of 25–40 km
• a weight of 20–22 kg
• a foldable design
• moderate suspension

These are convenient for commuting, shopping, and combining with public transport.

For longer distances and rougher roads, choose scooters with:

• a larger battery (50 km or more)
• full suspension
• pneumatic tires
• a reinforced frame
  

These scooters are more comfortable and safer for long rides.

Consider the maximum allowed load:

• Users under 90 kg: most city models are suitable
• Users over 100 kg: reinforced frame and a motor with extra power are recommended

Height affects handlebar comfort — choose a model with adjustable handlebar height.

Use this guideline:

Real range ≈ 60–70% of the advertised range

If you plan to ride 15 km a day, choose a scooter with a claimed range of at least 30 km.

It depends on your usage:

• Power is important for hills, heavier riders, and acceleration
  
• Battery determines distance you can travel

For city use — balance both; for hilly terrain or active riding — prioritize power.

Yes, but not all models. For uneven surfaces, choose scooters with:

• suspension (front or full)
• pneumatic tires ≥10 inches
• a reinforced deck
